Question about publishing the app

The rule #2 say

2. Only applications and services that did not have publicly available integration with Evernote prior to April 24, 2012 are eligible for the competition.

That mean, after finish ( some part of ) the app, I can publish it TODAY ( 20 May ), right?

Can I begin inviting beta users ?

Can I make the app available through the internet / app store ?

Can I continually update the app until the deadline ?

    1.) Yes of course
    2.) Sure thing, go ahead and invite testers
    3.) Make it available everywhere if you would like!
    4.) Yes you can resubmit the app
