When can we start making public fixes to our app w/o fear of being disqualified because of that?

1. Can we post semi public fixes on our personal website for our supporters as long as we don't update the Google Play website w/o fear of being disqualified?
2. Can we update our Google Play description pointing to updates for fixes in the interim until this Devcup competition is "over"?

I apologize if this question and the response was already covered somewhere else, but I either missed it or it wasn't obvious.
